Rules and Regulations

  • The CERN league is simply to have fun playing football, and for this end we should all be able to play without a referee. As general rules of play we follow FIFA, but in addition, mature behaviour and a fairplay attitude is assumed from all participating individuals.

    However, even with the best intentions, the most fairplay players sometimes interpret the rules differently--a referee is provided simply to avoid such interpretation discrepancies. As a consequence to this, the referee is always right.

  1. Each team shall provide a referee for up to 4 championship games. Each game is refereed by:
    • either a player of another team,
    • or by a volunteer referee,
    as indicated on the game calendar.

  2. It is the referee's responsability to keep the game under control and the play flowing. In case of verbal or physical abuse of another player or the referee, the captain of the team concerned is invited to replace his player. Failing this, the referee is authorised to send the player off the field provisionally (5 mins) - if the offence is repeated, the expulsion shall be definitive.

    Note that if a referee judges an offense to be severe enough, he can send off a player for 5mins or for the rest of the game directly. The referee must however justify the extremity of the offense in his game report.

    If a player is awarded 5 minutes out twice in the championship, then he is out for the rest of the season (except for 3 persons for which warnings have been given in the past: only once for 5 minutes and this means out for the rest of the year).

  3. The referee must submit a game report, either in English or in French, using the report submittal form on the web. The game report should include:
    • General weather and pitch conditions.
    • General game attitude (fair-play).
    • Whether there were less than 11 players per team.
    • Report on all incidents that go beyond normal play, such as accidents, serious fouls, verbal abuse, etc.
    • Final score.

  4. Points are allocated as follows:
    3 for a win,
    2 for a draw,
    1 for losing a game,
    0 for a "no show",
    -1 for the team that failed to supply the referee.

  5. Games start at 18h15 with a tolerance period of 15min.

  6. The matches will be played as 2 x 35 minutes with unlimited substitutes.

  7. The fee is fixed at CHF270 per team and has to be paid to the treasurer Yvon Muttoni before April 30 1999.

  8. Criteria for teams finishing with same number of points are:
    1. Goal difference
    2. Number of scored goals
    3. Result of direct game

  9. In case of shirt clashes, the "away" team is obliged to play in their "away" uniforms.

  10. Players can play for only one team.

    Exception: if a team has less than 11 players for a game, then it can ask the captain of the opposing team for permission to field players from an other team in the league, to bring the number of players to 11. The opposing team has the right to refuse permission, as well as to change its mind at any time during the game. The result of the game up until such a change of decision will however not change. The referee must also be kept informed.

    Individual players who break this rule will not be allowed to play anymore in the tournament.

    Teams who break this rule are assigned forfait against them for the game, i.e. 0-3 score, and 0 points.
